Abstract: A robust property of quantum gravity is that observables in a bounded region can be approximated arbitrarily well by observables outside that region. A careful study of the gravitational Gauss law and the Heisenberg uncertainty principle already goes some distance towards deriving this feature of the theory. An application of this property then helps to resolve questions about black holes, including the black-hole information paradox.
